HireRight Inc. has launched a new web-based job application
system
The system is designed to automate the administrative
work of filing and tracking job applications. The software
can reduce paperwork significantly, eliminate data entry
costs, decrease the time to hire, improve background-screening
functions and thereby significantly reduce a HR department's
workload, allowing HR managers to focus on strategic planning.
The new system also will provide employers with around-the-clock
access to the web-based employment applications for all
job candidates. Once applications are completed and filed
online, HR or hiring managers can perform a number of routing
functions to streamline application processes and can easily
initiate background screening requests without any additional
data entry.

Biometrics in Full Swing at Borders
Foreign visitors at the 50 busiest land border
crossings in 10 states are now being fingerprinted as part
of the government's new biometric screening system, US-VISIT.
The system scans photographs of the visitor's face and index
fingers into a computer, which are matched with federal
agencies' criminal databases.
The system is actually speeding travelers through processing
at ports of entry, he said. It now takes less than 5 minutes
to process a visitor at Laredo, Texas is a fifty percent
reduction in the processing time.
U.S. officials have arrested or denied admission to 372
criminals or immigration violators since the system began
last year at 15 seaports and 115 airports. About 17 million
people have been enrolled.

Warehousing Lessons Learned
At ChoicePoint, the weak link in the chain of authorizations,
authentications, passwords, access controls and data warehouse
administrations was the business process.1 In particular,
ChoicePoint's account initiation process reportedly accepted
the documentation provided by the scammers, who were then
authorized to open accounts. The process of background checking
("authentication") of those permissioned to access
the data warehouse and related data stores reportedly allowed
some 50 fraudulent accounts to be set up. This provided
the occasion for further unauthorized changes, including
identity theft.

computer trespassing and theft for accessing driver’s
license files without authorization. Agency not sure what
information was accessed or if Personal data was compromised.

Florida
has a hot job market, but companies are tougher are out
the people they hire
Florida's
job market has been steaming forward for the past two years,
with unrivaled job growth compared to other parts of the
country. But a strong labor market doesn't ensure automatic
employment for job seekers. Many aspects of the job search
have changed in recent years. Employers are becoming much
more selective, drug testing and background screening are
now routine. Most importantly, though, employers are looking
for a worker that "fits" with a company's culture
and values.

A Wisconsin
Law maker wants to require all state agencies to run criminal
history background checks on applicants seeking state jobs
with access to money. Rep. Steve Kestell strongest point
is that background checks on employees with access to money
are fast becoming routine in private industry.

Hazardous
Material Truckers to Face Background Checks
Truck
drivers hauling flammable, combustible, radioactive or poisonous
cargo as are now going to be scrutinized as closely as the
hazardous materials that fill their tankers and trailers.
Part
of the USA Patriot Act, roughly 3 million drivers across
the nation will begin to be fingerprinted and put through
FBI criminal background checks. Drivers' names will also
be cross-referenced with federal databases related to terrorist
activity, a practice begun last year by TSA.

FACTA
Revisited
Some
news commentaries about the disposal requirements imposed
by the Fair and Accurate Credit Transactions Act (FACTA)
make it sound like all employers and all aspects of employment
records are impacted. Under this law, any person who maintains
or possesses "consumer information" must be prepared
to dispose of these records in a way that ensures that the
information will not be improperly accessed or used. The
Federal Trade Commission (FTC) issued a rule explaining
the disposal provisions that takes effect on June 1.
Unfortunately,
many of the media reports have overstated the significance
of this law for employers. Some assert that the rule covers
every personnel file, while others state simply that all
employee information is covered. If you read these articles,
you might think you have a legal obligation to shred all
of your employment files.
In fact,
however, the rule is fairly limited in its scope. It only
applies to certain consumer information provided by outside
consumer reporting agencies.

Based Call Centers Seek Better Background Check System
India's technology
firms are creating a centralized employee information depository,
with employment, education and even credit histories, for conducting
employee background checks.
The issue
of background checks for Indian technology job candidates arose
this month after 12 people were arrested for allegedly defrauding
four Citibank account holders in New York of more than $300,000.
Three of those arrested were former call center employees of Mphasis
BFL Group in Mumbai.

Officials
of MphasiS have gone on record affirming that the company carries
out background checks of its staff. Would someone care to confirm
that all MphasiS staff has been screened by an objective third
party agency? If yes, what is thelocal standii of this firm? Is
the firm enrolled with the National Association of Professional
Background Screeners(NAPBS)? Is the firm ISO/equivalent certified
in its processes. Does the firm obtain officially sanctioned police
verificationof candidates or does it merely submit reports stamped
by a SHO – a practice that is not allowed by most state
police departments? Does an MphasiS senior manager carry out random
audit checks of the reports submitted by the screening firm? These
are some of the bare minimum questions that NASSCOM needs to ask
of all its member companies. But who is the security champion
within NASSCOM? Hopeful it is not just another geek!

Observations:
Indian business
groups generally have tended to conceal wrongdoings by senior
employees in the past as owners were cagey about them exposing
their own misdeeds in an economy that was driven by government
manipulation and crony capitalism. However, the capital market
regulator (SEBI), has over the years introduced strict disclosure
norms that have been compelling Indian companies like Kotak Securities
to report incidents of employee malfeasance to the regulator.
Samsung, of course, is a full-fledged MNC and have chosen to go
public with its accusation in keeping with the more evolved corporate
governance practices that a MNC subscribes to.
